MINUTES OF THE REGULAR MEETING OF THE ROGERS CITY CITY COUNCIL

HELD IN COUNCIL CHAMBERS ON MAY 3, 2016

Mayor Sobeck presided and called the meeting to order at 7 p.m.

PRESENT –  Adair, Bielas, McLennan, Nowak, and Sobeck.

APPROVAL OF MINUTES

Nowak/Bielas, that the minutes of the Workshop and Regular Council Meeting of April 19, 2016 be approved as written.  ROLL CALL: Ayes – All, the motion carried.

CITY CLERK’S REPORT:  CHECK AND INVOICE APPROVAL:

McLennan/Adair, that the following total fund expenditures be recognized as payments made and payments to be made, in the amount of $214,902.36 and the Mayor is authorized to sign the check register.

ROLL CALL: Ayes – All, the motion carried.

MAYOR:  RESOLUTION NO. 2016-48

Nowak/Bielas, to appoint Elizabeth Molinaro, Presque Isle County Conservation District Director to the Parks and Recreation Commission to replace Ralph Stedman with the term expiring September 2018.

ROLL CALL: Ayes – All, the motion carried.

NEW BUSINESS:

BUDGET AMENDMENT FY2015/2016  RESOLUTION NO. 2016-49

McLennan/Adair:   BE IT RESOLVED, by the City Council of the City of Rogers City, Michigan to amend the 2015-2016 Annual Budget as prepared by City Staff, presented to Council in writing, and reviewed at this May 3, 2016 meeting.  A copy of said amendment to be placed on file in the City Clerk’s office.

ROLL CALL:  Ayes – Adair, Bielas, McLennan and Sobeck.   Nayes – Nowak, the motion carried.

2016/2017 UTILITY RATES  RESOLUTION 2016-50   

McLennan/Adair, to approve the FY2016/2017 City of Rogers City Public Disclosure of Water/Sewer/Garbage Rates as presented.  ROLL CALL:  Ayes – All, the motion carried

SET BUDGET HEARING FOR FY2016/2017

PRESENTATION OF BUDGET AND SETTING OF PUBLIC HEARING DATE

RESOLUTION NO. 2016-51   

Nowak/Bielas,  Nowak, (amended at the May 17, 2016 meeting to remove Nowak and corrected to add Bielas) to set the public hearing date on the FY2016/2017 budget for Tuesday, May 17, 2016 at 7:00 p.m. in the Council Chambers.  Said notice of the public hearing be published in the local newspaper as required by City Charter.   ROLL CALL:  Ayes – All, the motion carried.

REQUESTS  RESOLUTION NO. 2016-52    

Nowak/Bielas, to approve the request of the Presque Isle County Wolfpack for use of the Little League baseball field on Sundays during summer 2016.   ROLL CALL: Ayes – All, the motion carried.

RESOLUTION NO. 2016-53    

Adair/McLennan, to approve the request of the Rogers City Servicemen’s Club to hold the annual Memorial Day Parade on Monday, May 30, 2016 starting at 10 a.m.  Said parade will begin at Westminster Presbyterian Church, proceed down Third Street to Larke Avenue, and conclude at the

Rogers City Memorial Park Cemetery.  ROLL CALL: Ayes – All, the motion carried.

RESOLUTION NO. 2016-54    

Nowak/Bielas, to approve the request of the Rogers City Area Senior & Community Center to hold a “Classic Cruzers” car show on May 21, 2016 which includes use of the parade grand stand, the closure of Superior Street from Second to Third Street and use of four picnic tables.

ROLL CALL:  Ayes – All, the motion carried.
