Condensed Minutes
April 4, 2016
The regular meeting of the Board of Road Commissioners for Presque Isle County was held at the Road Commission office at 657 South Bradley, Rogers City, Michigan. Chairman Charles Rhode called the meeting to order at 8:30 a.m.
Board Members Present: Charles Rhode, Thomas Catalano
Excused: Ronald Bischer
Also Present: Supt./Mgr Smigelski, Clerk Wirgau, Foreman Zdybel, Mechanic Elowsky, Foreman McAtee.
Visitors: Two.
Minutes:
A motion was approved to accept minutes from April 4, 2016 meetings as presented.
Ayes: All.
Accounts Payable:
Motion by Catalano (Bischer) to approve the April 18, 2016 accounts payable in the amount of $215,794.76.
Ayes: Rhode, Catalano.
Supt./Mgr Report:
• Supt./Mgr reported that additional federal funding has been awarded for two Co Rd 451 projects.
• The Michigan State Police Hazard Mitigation Grant was discussed. A preliminary request has been submitted for replacement of the culverts at the Grand Lake outlet on 638 Highway.
• Weight restrictions were lifted this morning at 8:00 a.m.
• Crews have been blading roads at the end of last week to help dry them out.
• Supt./Mgr and Payroll Clerk attended a MCRCSIP Crash Assessment training regarding documentation for accidents.
• Supt./Mgr attended a MDOT Transportation Service Center Manager’s meeting last week. There may be additional funds available this summer to do several small projects within the county.
• Fireside Drive located off Grand Lake Road will be put back to gravel within the next several weeks. As one of the oldest pavements in the county there is very little left of the asphalt.
• Crews will begin 10-hour days on May 2, 2016.
• Information from CRA of Michigan was given to the Board regarding Townships being authorized to borrow from the County for projects.
9:00 a.m. Bid Opening – Seasonal Items
Bids were opened and motions were approved to accept all bids, allowing the Supt./Mgr to purchase in the best interest of the Road Commission.
Old Business:
Discussion was held with the Mechanic and Foremen regarding bid specifications for truck equipment and the two bids received. A motion was approved awarding the truck equipment bid to Truck & Trailer Specialties.
Winter operations along with snow removal routes and protocol were discussed with the Foremen. It was noted that the priority remained the same througho
New Business:
A motion was approved to authorize expenses for Clerk Wirgau to attend a quarterly HR/Finance Association meeting in Shepherd on April 26, 2016.
A motion was approved to authorize expenses for Commissioners, Supt./Mgr and Clerk to attend the Straits Area Council Meeting in Mackinaw City on May 3, 2016.
The next meetings dates are May 2, 2016 at 8:30 a.m. and May 16, 2016 at 8:30 a.m.There being no further business it was moved by Rhode (Catalano) to adjourn the meeting at 10:11 a.m.
