MINUTES OF THE REGULAR MEETING OF THE ROGERS CITY CITY COUNCIL HELD IN COUNCIL CHAMBERS ON FEBRUARY 15, 2015

Mayor Sobeck presided and called the meeting to order at 9 a.m.

PRESENT – Adair, Bielas, McLennan, Nowak, and Sobeck.

APPROVAL OF MINUTES

Bielas/Nowak, that the minutes of the January 19, 2016 Workshop and Workshop and Regular Council Meeting of February 2, 2016 be approved as written.

ROLL CALL: Ayes – All, the motion carried.

CITY CLERK’S REPORT:

CHECK AND INVOICE APPROVAL:

McLennan/Nowak, that the following total fund expenditures be recognized as payments made and payments to be made, in the amount of $246,238.48 and the Mayor is authorized to sign the check register.

HARBOR MASTER POSITION

RESOLUTION NO. 2016-23

Nowak/Bielas, to hire Wayne Saile Jr. as Harbormaster for the Rogers City Marina with Ken Rasche to assist in training him.   ROLL CALL:  Ayes – All, the motion carried.

NEW BUSINESS:

MARINA FUEL COUNSEL

RESOLUTION NO. 2016-24

Bielas/Nowak, to approve the purchase of a fuel console and printer from R. W. Mercer Co. in the amount of $5,600 for the Rogers City Marina.   ROLL CALL:  Ayes – All, the motion carried.

NORTHERN INITIATIVES

RESOLUTION 2016-25   

McLennan/Adair, to approve the extension of the agreement with Northern Initiatives to October 31, 2018.

ROLL CALL:  Ayes – All, the motion carried.

RESOLUTION US-23 NORTH SPEED LIMIT

RESOLUTION 2016-26   

McLennan/ Member Adair, Whereas, a designated bike path crossing of U.S.-23 was established at the time the bike path was constructed approximately 15 years ago.  Whereas, the speed limit for north bound vehicles increases from 50 mph to 55 mph 400 feet prior to the pedestrian crossing.  Whereas, the safety of pedestrians attempting to cross U.S.-23 is of great importance.  Whereas, maintaining a 50 mph north bound speed limit to a point beyond the bike crossing of U.S.-23 would enhance the ability of pedestrians to safely cross the highway. Therefore Be It Resolved, that the City of Rogers City requests the Michigan Department of Transportation to re-locate the north bound 55 mph sign to a point approximately 1,480 feet north of its current location, to a point 740 feet north of the Forest Ave./U.S.-23 North intersection.  ROLL CALL:  Ayes – All, the motion carried.

PARK — USE – RC RACING CLUB

RESOLUTION NO. 2016-27

Nowak/McLennan, to approve the request of the Rogers City Racing Club for use of the Lakeside Park and Sunrise Trail to hold a triathlon on September 3, 2016. ROLL CALL:  Ayes – All, the motion carried.

PRESQUE ISLE COUNTY VISITORS GUIDE

RESOLUTION NO. 2016-28    

Bielas/Adair, to approve the purchase of an ad in the Presque Isle County Visitors’ Guide in the amount of $727.09 and request the CDA pick up half of the cost of the ad. ROLL CALL: Ayes – All, the motion carried.

MARINA RULES AND REGULATIONS

RESOLUTION NO. 2016-29    

McLennan/Adair, to adopt the Marina Rules and Regulation as presented.

ROLL CALL: Ayes – All, the motion carried.

RESOLUTION NO. 2016-30

McLennan/Adair, to establish the $1,000,000 threshold for those providing repair services in the Rogers City Marina. ROLL CALL: Ayes – All, the motion carried.

MARINA SLIP RATES

RESOLUTION NO. 2016-31    

McLennan/Bielas, to approve the 2016 Marina slip rates as presented by the Waterways Commission.

ROLL CALL: Ayes – All, the motion carried.

SOAP BOX RACES

Adair/McLennan, to approve the request of the Optimist Club to hold the Annual Soap Box Races on Huron Avenue on May 7, 2016 at 8 am.   ROLL CALL: Ayes – All, the motion carried.

LETTER OF SUPPORT HBBS

RESOLUTION NO. 2016-33    

Nowak/Bielas, to approve sending the letter in support of the Hammond Bay Biological Station as presented by City Mgr. Hefele.   ROLL CALL: Ayes – All, the motion carried.
