MINUTES OF THE REGULAR MEETING OF THE ROGERS CITY CITY COUNCIL HELD IN COUNCIL CHAMBERS ON FEBRUARY 2, 2016

Mayor Sobeck presided and called the meeting to order at 7 p.m.

PRESENT – Adair, Bielas, McLennan, Nowak, and Sobeck.

APPROVAL OF MINUTES

Nowak/Bielas, that the minutes of the Regular Council Meeting of January 19, 2016 be approved as written.

ROLL CALL: Ayes – All, the motion carried.

CITY CLERK’S REPORT:

CHECK AND INVOICE APPROVAL:

McLennan/Adair, that the following total fund expenditures be recognized as payments made and payments to be made, in the amount of $246,528.11 and the Mayor is authorized to sign the check register.

ROLL CALL: Ayes – All, the motion carried.

UNFINISHED BUSINESS:

COMMUNITY RECREATION PLAN

At 7:23 p.m. Mayor Sobeck convened the Public Hearing for the Community Recreation Plan amendment.  Hefele gave a brief overview of the amendment.  There were no public comments.  Sobeck declared the Public Hearing closed at 7:25 pm.

COMMUNITY RECREATION PLAN 

RESOLUTION NO. 2016-15    

Nowak/Bielas, WHEREAS, the City of Rogers City has undertaken a planning process to determine the recreation and natural resource conservation needs and desires of its residents during a five-year period covering the years 2015 through 2019, and WHEREAS, the City began the process of developing a community recreation and natural resource conservation plan amendment in accordance with the most recent guidelines developed by the Department of Natural Resources and made available to local communities, and WHEREAS, residents of the City were provided with a well-advertised opportunity during the development of the draft plan to express opinions, ask questions, and discuss all aspects of the recreation and natural resource conservation plan, and WHEREAS, the public was given a well-advertised opportunity and reasonable accommodations to review the plan amendment for a period of at least two weeks, and WHEREAS, a public hearing was held on February 2, 2016 at Rogers City Hall to provide an opportunity for all residents of the planning area to express opinions, ask questions, and discuss all aspects of the Rogers City Marina Amendment to the Community Recreation Plan for the City of Rogers City and the Rogers City Area School District, and WHEREAS, the City has developed the plan as a guideline for improving recreation and enhancing natural resource conservation for the City of Rogers City, and WHEREAS, after the public hearing, the City Council of the City of Rogers City voted to adopt said amendment.  NOW, THEREFORE BE IT RESOLVED the City Council of the City of Rogers City hereby adopts the Rogers City Marina Amendment to the Community Recreation Plan for the City of Rogers City and the Rogers City Area School District.  ROLL CALL: Ayes – All, the motion carried.

LEASE AGREEMENT PAVILION GRILLE

RESOLUTION NO. 2016-16    

Nowak/McLennan, to approve a three-year lease between Fuhrman Enterprises LLC and the City of Rogers City for use of the Pavilion Grille at Lakeside Park.  ROLL CALL: Ayes – All, the motion carried.

RESOLUTION NO. 2016-17

Nowak/Adair, that the Pavilion Grille lease payments go into a separate fund to repair and replace equipment as needed.  ROLL CALL:  Ayes – All, the motion carried.

NEW BUSINESS:  CONTRACT ADDENDUM – DNR

RESOLUTION 2016-18   

McLennan/Adair, to extend the Contract Addendum between the Michigan Department of Natural Resources in regard to the Central Reservation System for the Rogers City Marina through October 2019.

ROLL CALL:  Ayes – All, the motion carried.

LIQUOR LICENSE

RESOLUTION NO. 2016-19

At a regular meeting of the Rogers City City Council called to order by Mayor Thomas Sobeck on February 2, 2016 at 7 p.m. the following resolution was offered by Nowak/Bielas, that the application from FREEMAN FAMILY ENTERPRISES, LLC for the following license:  New SDM license to be located at 146 E. Erie Street, Rogers City MI  49779.  It is consensus of this body that it recommends this application be considered for approval by the Michigan Liquor Control Commission.  ROLL CALL:  Ayes – All, the motion carried.

BOARD OF REVIEW

RESOLUTION NO. 2016-20   

Nowak/Adair, to move the Tuesday, March 15, 2016 regular Council Meeting to Wednesday, March 16, 2016 at 7 p.m. due to March Board of Review.  ROLL CALL:  Ayes – All, the motion carried.

RCPD PART TIME OFFICER

RESOLUTION NO. 2016-21

Mc

Lennan/Nowak, to run an ad in the Presque Isle County Advance for a part time police officer for the Rogers City Police Department.    ROLL CALL: Ayes – All, the motion carried.

RESOLUTION NO. 2016-22

McLennan/Nowak to approve the hiring of a part-time police officer for the Rogers City Police Department and authorize the Chief Quaine and City Mgr. Hefele to proceed with said hiring process.

ROLL CALL: Ayes – All, the motion carried.
