MINUTES OF THE REGULAR MEETING OF THE ROGERS CITY CITY COUNCIL

HELD IN COUNCIL CHAMBERS ON NOVEMBER 17, 2015

Mayor Sobeck presided and called the meeting to order at 7 p.m.

PRESENT – Adair, Bielas, McLennan, Nowak, and Sobeck.

APPROVAL OF MINUTES

Bielas/Nowak, that the minutes of the Regular Council Meeting of November 3, 2015 be approved as written.

ROLL CALL: Ayes – All, the motion carried.

CITY CLERK’S REPORT:

CHECK AND INVOICE APPROVAL:

McLennan/Adair, that the following total fund expenditures be recognized as payments made and payments to be made, in the amount of $211,005.84 and the Mayor is authorized to sign the check register.

MAYOR:

CONTINUOUSLY OPERATING REPEATING STATION (CORS)

RESOLUTION NO. 2015-109    

Bielas/Nowak, to approve $4,000 toward the purchase of a CORS unit to be installed at the Rogers City Waste Water Treatment Plant.

ROLL CALL: Ayes – Adair, Bielas, Nowak and Sobeck,

Nays – McLennan, the motion carried.

RESOLUTION NO. 2015-110    

Nowak/Bielas, to re-appoint Jane Kroll and Paul Marshall to the Harbor Advisory Committee with the terms to expire May 2020 and to re-appoint John Nordin to the Planning Commission with the term to expire December 2018.

ROLL CALL: Ayes – All, the motion carried.

UNFINISHED BUSINESS:

MARINA OPERATIONS

RESOLUTION NO. 2015-111

McLennan/Nowak, to allow City Mgr. Hefele to advertise the position of harbor master in the Presque Isle Advance.

ROLL CALL:  Ayes – All, the motion carried.

RESOLUTION NO. 2015-112

Nowak/Adair, to form a committee that includes Council Member McLennan, Council Member Adair, Harbor Advisory Member Richard Peacock, Harbor Advisory Member Richard Lappan, Harbor Advisory Member Beach Hall, City Mgr. Hefele, Roger Wenzel and former harbor master Ken Rasche to review applications, conduct interviews and make recommendations.

ROLL CALL: Ayes – All, the motion carried.

NEW BUSINESS:  POLICE RADIOS

RESOLUTION 2015-113   

McLennan/Bielas, to approve the purchase of two police radios from Motorola Solutions in the amount of $6,556.76 for the Rogers City Police Department.

SECOND RIGHT OF REFUSAL

RESOLUTION 2015-114   

Adair/Bielas,

WHEREAS, THE City of Rogers City, has received a list of tax foreclosed parcels from the County Treasurer on November 9, 2015 and

WHEREAS, pursuant to Michigan Compiled law 211.78(m)6 of the General Property Tax Act, property not previously sold will be transferred to your city on or before December 30 unless we receive an objection in writing and

WHEREAS, the City of Rogers City has reviewed the list of tax foreclosed properties not previously sold at auctions provided to them by the County Treasurer, during a regular board meeting dated November 17, 2015,

THEREFORE BE IT RESOLVED that the City Council elect t waive our second right of refusal to all tax-foreclosed parcels that were acquired by the County Treasurer that remain unsold after both auctions held on August 15, 2015 and October 8, 2014, in accordance with the City’s Right of Second Refusal.

HOLIDAY PARADE

RESOLUTION NO. 2015-115

Nowak/McLennan, to approve the request of the Rogers City Area Chamber of Commerce to hold the Light Up the Downtown Parade on Friday, December 4, 2015 at 6 p.m. with the parade route to commence at the Grambau Center on Huron Avenue, t

hen to head east on Third Street to Ontario Street and then head west on 4th Street ending at the Presque Isle Historical Museum.

ROLL CALL:  Ayes – All, the motion carried.

BOARD OF REVIEW

RESOLUTION NO. 2015-116    

Adair/McLennan, to move the December Board of Review from Tuesday, December 15, 2015 to Wednesday, December 16, 2015 at 4:00 p.m. at City Hall.

ROLL CALL: Ayes – All, the motion carried.
