September 21, 2015

The regular meeting of the Board of Road Commissioners for Presque Isle County was held at the Road Commission office at 657 South Bradley, Rogers City, Michigan. Chairman Ronald Bischer called the meeting to order at 8:30 a.m.

Board Members Present:  Ronald Bischer, Thomas Catalano, Charles Rhode.

Also Present: Supt./Mgr Gerald Smigelski, Clerk Anne Wirgau, Steven Hentkowski, Richard Price, Russell Martin.

Visitors & Correspondence:  Tom Jordan, Municipal Employees’ Retirement Systems .Advisor

Minutes:\

A motion was approved to accept minutes from September 8, 2015 meeting as presented.

Ayes: All.

Accounts Payable: 

Motion by Catalano (Rhode) to approve the September 21, 2015 accounts payable in the amount of $81,023.95.

Ayes:   Rhode, Catalano, Bischer.

Correspondence and Visitor:

A letter from Terry Wregglesworth was read to the Board regarding primary roads in Allis Township. In response to Mr. Wregglesworth’s two questions Supt./Mgr Smigelski stated it is unknown why there are only two miles of hard surface primary roads in Allis Township.  Township participation is required by Act 51 of 1951 for all road projects and the question should be addressed to the Allis Township Board as they would initiate paving projects.  To answer the second question, there is 1 mile of 638 Highway in Pulawski Township, 2.1 miles of 638 Highway in Belknap Township and .80 mile of 638 Highway in Case Township that are not classified as primary road. Allis Township is not the only township with portions of 638 Highway that are not classified as primary.

Supt./Mgr Report: 

Crews will be hauling winter sand from Carmeuse within the next month in order to stockpile for winter.

• Jacob Yarch and John Schalk will be offered jobs for Onaway and Rogers City.

• Information on the Bay Development property for sale was presented to the Board and discussed.

• The 489 Bridge project is on schedule.  The asphalt approaches will not be paved this fall, will be done in the spring.  The concrete deck will be poured this fall.

• Approximately 50 miles of center/edge line painting will begin this week.  Approximate cost of $800 per mile.

• Tim Hyde has requested that Wregglesworth Road in Allis Township be abandoned.  Supt./Mgr Smigelski provided the road abandonment procedure to Mr. Hyde.

• Bismarck Township has requested a traffic speed study for County Road 451 Highway within the Village of Hawks.  Supt./Mgr will contact the Michigan State Police to conduct the study.

• Renewal rates for Blue Cross Blue Shield health insurance have been received, approximate 6 percent increase. Department of Treasury is being monitored to see the 2016 PA 152 cap amounts which are adjusted for inflation each October.

Unfinished Business:

Tom Jordan, Municipal Employees’ Retirement Systems (MERS) Benefit Plan Advisor, presented information to the Board and Employee Association Representatives regarding the Health Care Savings Program available through MERS for post retirement use. Employee Representatives will take information back to their respective garages and a meeting will be scheduled at a future time to meet with all employees and spouses to explain the program in detail. 

Mr. Jordan and Employee representatives left the meeting at 10:10 a.m.

New Business:

 None

The next scheduled regular meeting dates are Monday, October 5, 2015 and Monday, October 19, 2015.

There being no further business it was moved by Rhode (Catalano) to adjourn the meeting at 10:27 a.m.
