MINUTES OF THE REGULAR MEETING OF THE ROGERS CITY CITY COUNCIL

HELD IN COUNCIL CHAMBERS ON TUESDAY, MAY 5, 2015

Mayor Sobeck presided and called the meeting to order at 7 p.m.

ROLL CALL:  Adair, Bielas, McLennan, Nowak, and Sobeck.

APPROVAL OF MINUTES

Bielas/McLennan, that the minutes of the Workshop and Regular Council Meeting of April 21, 2015 be approved as written.

ROLL CALL: Ayes – All, the motion carried.

CITIZENS APPEARING BEFORE THE COUNCIL:

RESOLUTION NO. 2015-47    

Nowak/Adair, to approve the request to hold the farmers’ market at the parking lot at 4th and Erie Street and continue to work with City Mgr. Hefele.

ROLL CALL: Ayes – All, the motion carried.

CITY CLERK’S REPORT:

CHECK AND INVOICE APPROVAL:

Nowak/Bielas, that the following total fund expenditures be recognized as payments made and payments to be made, in the amount of $250,685.52 and the Mayor authorized to sign the check register.

ROLL CALL: Ayes – All, the motion carried.

MAYOR:

RESOLUTION NO. 2015-48    

McLennan/Adair, to re-appoint Robert Urlaub to the Zoning Board of Appeals with the term expiring April 2018.

ROLL CALL: Ayes – All, the motion carried.

UNFINISHED BUSINESS:

WELL DEVELOPMENT 

RESOLUTION NO. 2015-49    

Adair/McLennan, to proceed with the proposal from City Well Services for development of Well No. 6 at Seagull Point as included in the meeting packet.

ROLL CALL: Ayes – All, the motion carried.

PERSONNEL ISSUES:

RESOLUTION NO. 2015-50    

Bielas/Nowak, that the sick time cap for the Department of Pubic Works Supt. and Police Chief be set at the level it is on July 1, 2015.

ROLL CALL:  Ayes – All, the motion carried.

RESOLUTION NO. 2015-51    

Nowak/McLennan, that the City Council’s FY2014/2015 budget surplus is to be used to bring the Clerk/Treasurer’s salary up to the level of the next highest supervisor’s wage for FY2015/2016.

ROLL CALL: Ayes – All, the motion carried.

NEW BUSINESS:

BUDGET HEARING FY2015/2016

RESOLUTION NO. 2015-52

Nowak/Bielas, to set the public hearing date on the FY2015/2016 budget for Tuesday, May 19, 2015 at 7 p.m. in the Council Chambers.  Said notice of the public hearing must be published in the local newspaper as required by City Charter.

ROLL CALL:  Ayes – All, the motion carried.

PARADE REQUESTS

RESOLUTION NO. 2015-53

Nowak/Bielas, to approve the request of the Rogers City Servicemen’s Club to hold the annual Memorial Day Parade on Monday, May 25, 2015 at 10 a.m.  Said parade will begin at Westminster Presbyterian Church, proceed down Third Street to Larke Avenue, and conclude at the Rogers City Memorial Park Cemetery.

ROLL CALL: Ayes – All, the motion carried.

RESOLUTION NO. 2015-54

McLennan/Adair, to approve the request of the Rogers City High School to hold the Homecoming Parade on Friday, October 2, 2015 beginning at 6:30 p.m. at the Grambau Center, proceeding on Huron Ave. to Third Street, and

concluding at Gilpin Field.

ROLL CALL: Ayes – All, the motion carried.

CLOSED SESSION:

RESOLUTION NO. 2015-55    

McLennan/Nowak, to enter into Closed Session to discuss the City Manager’s evaluation.

ROLL CALL:  Ayes: All, the motion carried and the meeting adjourned to Closed Session at 8:25 p.m. Upon reconvening in public session at 8:41 p.m. no action was taken.

ADJOURNMENT:

Mayor Sobeck declared the meeting adjourned at 8:42 p.m.
